Higher Education Application Control:

The United States Congress recently signed
into law the Higher Education Act (HEA) of 2008 that
requires campuses to implement technology-based deterrents
to combat unauthorized distribution of copyrighted material
though means such as Peer-to-Peer file sharing. The law
states that approved deterrents include bandwidth shaping
and traffic monitoring to identify the largest bandwidth
users and will also require institutions to certify to the
Secretary of Education that they have developed a plan to
control illegal file sharing.
